Unfortunately, the Chief is set on choosing Kenji for the role. He prefers a male leader and believes Kenji is more suited to the leadership position.

Despite the Chief’s firm decision on the matter, Jennings believes Em deserves this position after her 15 years of dedication.

In a last-minute effort to sway the Chief, Jennings calls in another favor with the mayor, requesting that Emily be awarded the Commendation of Valor.

After using his final favor, Em receives the award in a televised press event, making the Chief’s choice more public and challenging to back. The Chief, frustrated with Jennings for cornering him, threatens Em.

If she isn’t perfect in her role as captain, he’ll make her life difficult.

Before his shift, Laka gets all the gossip from a disappointed Kenji, who confides in Laka about losing the captain role and Em’s promotion.

Realizing Em’s advancement will open a lieutenant spot, Laka rushes to Jennings, hoping for his support in applying for the position. However, despite Laka’s experience and skill, Jennings tells him he’s not ready for the responsibilities of a lieutenant.

From staying out late drinking, which often leaves him hungover at work, to his reputation with women, Jennings feels Laka has a way to go before earning a promotion.

Proving Jennings’s point, Laka heads to a bar, gets drunk, and meets two women, thinking he’ll go home with them. Instead, they drug and rob him.

Hopefully, this gives Laka the push he needs to change.

Back on the beach, Hina and Kainalu spring into action when an older man suffers a heart attack while surfing.

They call for backup. Will, Em, and Laka rush to help EMS care for the man while Hina and Kainalu look after his grandchildren until he’s cleared at the hospital.

To keep the kids occupied, Hina makes a deal: for every piece of trash they pick up on the beach, she’ll give them fifty cents. Eager to earn money, the kids run off, but when they don’t return to the tower, Hina and Kainalu search for them.

They find the kids nearby, but one has climbed into a sewer to collect more trash and is stuck on a grate.

Hina and Kainalu rush to get him out before the water rises. Working together, they free the stuck child and bring him to safety.

Ending their day with two successful rescues, Hina and Kainalu head home to unwind. However, their plans change when they finally stop fighting their feelings for each other and hook up.
