13. Mariah Dillard (Luke Cage)

Luke Cage Mariah Dillard

Luke Cage‘s corrupt councilwoman stands out this year for most surprising use of a microphone stand. Throughout Season 1, we watch Mariah slowly evolve from a mildly put-out politician to a manipulative matriarch capable of hurting Luke Cage without lifting a finger. All hail the Queen of Harlem.

14. Cersei Lannister (Game of Thrones)

game of thrones cersei

Cersei Lannister cares about nothing but…Cersei Lannister. That’s what makes her terrifying. Once you could have said she cared about her children, but with them gone she’s now free to reign fire on the Seven Kingdoms and watch as the world burns, probably with a smile on her face.

15. The Evil Queen (Once Upon a Time)

ONCE UPON A TIME - "Dark Waters" - Emma tries to convince Aladdin to work with Jasmine to help Agrabah, while Regina teams up with Snow and David to free Archie from Zelena. The Evil Queen sows suspicion between Henry and Hook, even as Mr. Gold reminds her of his most important lesson. Meanwhile, in the past, Hook finds himself kidnapped by the mysterious Captain Nemo and held captive inside his legendary submarine, the Nautilus, on "Once Upon a Time," SUNDAY, OCTOBER 30 (8:00-9:00 p.m. EDT), on the ABC Television Network. At the end of Season 5, Regina Mills, also known as The Evil Queen, tried to extinguish her darkness by separating the dark parts of herself–ala a Dr. Jeckyll potion. This led to Regina’s evil twin being the villain of Season 6.

It doesn’t sound scary because the Once Upon a Time crew has faced her before, but she’s a villain who can anticipate their plans before Emma and the Charmings can come up with which makes her the most worthy adversary yet.

  • Hive didn’t kill May’s ex-husband. James (Axle Whitehead) killed Lash (whether or not that counts as killing Andrew Garner) to save Hive.
